When is the best time of year to ski/snowboard Tahoe with good driving conditions?

That's a tough one since snow/ice is what makes skiing possible. Typically later into the season, around April, the storms have let off and there is still coverage on the mountains. However, you're always going to have to deal with snow and ice on the roads at Tahoe during the winter. That's just the way it is.
