What can I mix with blue curacao that is inexpensive?

Pineapple juice would taste good, but it would make it green. Stick with clear liquids, as mentioned sprite, or some tropical flavored koolaid that's already blue. When choosing flavors, remember blue curacao is an orange flavored liquer.
