Do the House Speaker, Senate pres. pro tempore, House and Senate minority or majority leader have any power...?

Some have a Lot More Pull than the Others. They can " Influence" Legislation and Manipulate how a Bill is Written Before it goes to Vote and/or to the President for Signing. They all can put pressure on their Respective Members.
