Does NASCAR really " NEED" to impound a Start-n-Park Car?

Teams that do this are not really competitive. If they want to collect prize money, I say unless there is a wreck, or a PROVEN mechanical failure, no prize money goes out unless a predetermined amount of laps have been run.
